While finalizing the amendments for NATO's final communiqué Germany collaborated with Greece on an Article reaffirming the member states' commitment to reach the 2% goal. Upon critical question of Slovakia, why Germany is working on a clause Germany is clearly failing to adhere to,  Germany deliberately stated "Well, we are definitely not going to act on it. But we can state it"
